Parades, the Prior Provincial of the Franciscan Provincia del Santo Evangelio, protests the apparent grant of California to the Carmelites, reminding the recipient that Franciscans had accompanied Vizcaino in 1596-97 on his first voyage to California, and had begun to instruct the Indians.
